Use is small but rising. Research by Brose, Bunce and Cheeseman, published in Nicotine and Tobacco Research in 2025, found that current nicotine pouch use among adults in Great Britain roughly doubled from 0.5 per cent in 2020 to 1.0 per cent in 2024, with 2.53 per cent among 18 to 24-year-olds.

The same analysis reported current use of 1.22 per cent among 11 to 18-year-olds in 2024. That is precisely the pattern the new age-of-sale law is intended to address, and it is why every responsible retailer refuses sales to under-18s.
